Peter - thanks for making this paper available.  It looks vaguely familiar. 

For the benefit of other folks on these lists, let me point out that
this paper refers to AFS 3.1b.  The egregious performance over slow
links was addressed in AFS 3.2, with enhancements (exponential backoff
on retransmissions, slightly better MTU negotiation, quicker RTT
estimation for new connections) in 3.3, coming soon to a theater near you.
