Actually, it's more likely that they passed the law so only the government could exploit
Quebecois with gambling, contests, etc.
Getting permits for lotteries, gambling equipment, etc. seems to be very difficult around here, and
under strict supervision of the "Ministere de la Securite Publique".
I have yet to find an English version of the site, for those interested!
The government is so good for us, making sure we don't fall in the monstruosity that is
gambling. Hurray for the government!
