PGP 6.5.1 batchmode and "PGP Command Line"

In PGP 6.5.1 if I try to encrypt to an "untrusted" key from a script it
either fails or prompts for user input.
I have tried the "+batchmode", "+force", and the filter mode "-f".  None of
these let me encrypt a message to an "untrusted" key without user input.

Also tried setting things in the "pgp.cfg" file like:

COMPLETES_NEEDED=0  
VERBOSE=0

I went to http://www.pgp.com/ and find that there is a special new "PGP
Command Line" version of PGP.

Did they deliberately break regular pgp 6.5.1 batchmode so they could sell
a "command line" version?
If so, what is the most recent version of PGP where command line stuff
works well?
If not, what do I need to do to encrypt to an untrusted key in a script?

If there was a way for a script to set a key to be "trusted" that would be
fine too.  But it seems this is not possible from a script.  Does anyone
know how?

GnuPG (http://www.gnupg.org/)  has the ability to set the trust level for a
key from the command line, but there are some other problems with it.  Does
not seem to like most keys on the keyservers.  Some of this is due to not
having RSA but it also seems to be rejecting keys as not being self signed.
 It also does not seem to want to fetch keys from keyservers by email
address, only key ID.
