It seems to me the best way to address this problem would be to allow only
those posts which have been encrypted to the list serve post address
(ie <cypherpunks@toad.com>) to be sent on to the list. This would eliminate
all UCE while still allowing posts sent via anonymous remailer.

What problem? We get a handful of spam a week that is generaly easily
filterd simply by throwing away any mail that has a TO: field other than
cypherpunks. A trivial procmail hack if you're motivated.
As to encrypted submission, when will your server be up?
