The story I heard here on Cypherpunks was that he did this, but was then
stupid enough to go confess his "crime" to the local police, and then got
psychiatric help for his "problem."

In the fucked up American culture, if an adult even thinks sexual thoughts
about a 15 or 16 year old girl, he's a "pedophile" and a "pervert." Heaven
forbid that he have fully consensual sex with someone who is "underage."
Then there are the cases of teenage boys being charged with "statutory rape"
after having fully consensual sex with their girlfriends, even if both were
"underage."

And we can't forget the American peoples' gut-wrenchingly stupid solutions
to problems, involving treating the symptoms rather than the actual
problems, allowing the problems to fester or in some cases even get worse.
A perfect example of this is the recent rash of (increased reporting of)
violence in schools and other places, just in time to allow Klintonkov to
take the moral high ground with the sheeple after being impeached, and just
in time for Algore to get involved and score points for the 2000 election.
The "solution" is to run the schools even more like prison camps, harass
kids more, harass some kids much more, and excuse systematic and extended
abuse of some students by other students.

Aside from the political motivation, Americans don't want to look at the
real problems, and decide to treat the symptoms because dealing with the
problems is somehow too hard. This allows all matter of bizarre strawman
solutions, such as curing school violence by hanging a copy of the 10
Commandments in school rooms, in the ridiculous belief that someone who will
kill his classmates after being systematically abused by the system (or
simply being nuts to begin with) will decide not to do it because "Thou
shalt not kill" was plastered on the wall of the school rooms which he
hated. 

But hey, plastering the Ten Commandments on the wall is a great political
move. The Christians point to school violence and suggest that they can
solve it by repealing or severely weakening the 1st amendment. Anybody who
doesn't agree with this is dubbed an athiest (as if that were an insult), a
Satanist, somehow ungodly, a child killer, or someone who wants kids to get
blown away by their abused and/or insane classmates. This applies to the gun
control argument as well. 

But obviously, since I do not hold the view that even having sex with a 15
year old is some kind of vile child rape, I am also disqualified from taking
part in the discussion about Gary.
