Gordon, the burden of proof is yours. Sean offers some criticisms and that is
well and good. There was also a message saying that some of Sean's suggestions
are in fact being used in some cases.

If the process is broken (that is, it does not work), YOU should be the one to
illustrate that. You say that the NSB has to act on DOZENS of NSF items at each
meeting and NSB can't possibly have time to independently review each item to
make a timely decision. Yet, it has also been said in this discussion list that
these recommendations have already been reviewd by the lawyers and experts
before any recommendation is brought to the NSB.

These are not personal attacks. All I am asking for in my requests are
proposals
for change, not just complaints with the current way things happen. Sean did
state that some changes have been proposed in the past that have yet to
become the standard operating procedure. Some of the ideas are being tried by
some study sections, but some changes do take time.

This is not to say that I believe the process is now without its flaws. There
are very few processes that are perfect (if any).
