For some reason, your comment reminds me of the common practice of
governing bodies, where it all is SUPPOSED to be public, going into
closed-session-committee-of-the-whole when something is to be hidden
for any reason. Are there valid reasons for such, yes. Is this
often abused, also yes. Just a comment on a long-time irritant.
