I publicly asked this question in almost exactly the same words, and
nobody bothered to answer.  However, even though it is easily possible
to construct scenarios where a strict reading could rule out almost
anybody, the context suggests the CIX was trying to allow for the small
not-really-commercial kind of banding together that's the spirit of most
of the coop notions that have been considered here.  In other words, if
you can't afford service on your own, but you and some neighbors or
not-too-widely-scattered friends can by banding together, the providers
and the CIX aren't going to penalize you for becoming customers.

It would be nice to get a clarification from the CIX.
