Well Dick the answer is quite simple. I have Kapor's testimony in front of me.
I have searched my files for a copy of the law and not yet succeeded in finding
it. Hoping I might have better luck with the InterNic I have phoned them repeatedly and not gotten through. I'll bet you my memory of what the law
said is very very close. I invite anyone who has the exact text to post it.
Besides you are side tracking the issue which is when boucher liberalized the
AUP, why has the NSF evidently not followed through to carry out CONGRESSIONAL intent?
