True -- unless the Constitution were changed.  This is unlikely in the US,
but it's come up over and over in regards to European unification.  Anyone
interested in this topic should check out what's been happening in the 
European Union (formerly EC) over the past few years, esp. in regards to
the Maastricht Treaty.
