Perhaps my wording was incorrect or you read my statement wrong.  I 
meant to imply what your message said, that of all govt. contracts
that are protested, 97% are indeed awarded to the original winning
bidder.  Only something like 3% of protests are *upheld*, denying the
winning bidder the contract.  Hope the straightens my comment out.  If
I was unclear, thanks for helping me out.

As for AT&T ATM switch.  Yes, I know they have a working switch, lots
of people do.  But it's not being deployed on a wide-scale commerical
basis, which is something the DoE contract called for.  Sprint has
such a network, based on the TRW ATM switch. The fact that Sprint's
network is commerical, has a commerical customer (with more coming)
went a long way in helping their cause in this case.
