Internet access to clubs

I wonder how various companies feel about giving Internet access to
clubs. There seems to be little difference between a 10-employee
company and a 10-member club, yet I would imagine that some vendors
would have a problem serving a club.
Say I create a "Potsdam Internet Club", with a domain name of
pic.potsdam.ny.us, and purchase a PSI UUCP account. Now, I'm just
picking on PSI because of the recent Buffalo Community Network
message. I don't think their actions would be unique to them. PSI
would forward all mail to *.pic.potsdam.ny.us to our club machine.
The club machine would then split it out into
membera.pic.potsdam.ny.us, memberb.pic.potsdam.ny.us, etc. The
members would call the club machine to get their Internet mail. All
very easy to do technically.
However, I suspect that most Internet service providers would not be
willing to provide for the PIC because it seems like a reseller to them.
