You could establish a parallel news system, Authenticated News, that
would send to standard news systems but not accept from them. Put in
some public-key authentication so that the route can be traced
reliably, and some way of broadcasting a message that so-and-so's
posts should not be accepted any more (either user or host).
Establish an Authenticated News Council, with the authority to send
these blacklist messages (which would themselves be authenticated).
Now the people who don't want to see smut (and the people who don't
want to pay for delivery of megabytes of blonde copyright violations)
can then restrict themselves, and their children, to Authenticated
News and its policed zones.
Mind you, an Authenticated News server would take a lot more
computrons than NNTP, but many people would feel it worthwhile. The
existing newsnet would then be free to assume that everybody reading
was an adult. (Come to that, there's no reason you couldn't have
risque groups on Authenticated News; the censorship policy would be on
a per-group basis. I doubt you'd see alt.sex.bestiality.lagmorphs,
though; some things demand anonymity.)
