Not at all. The National Library of Medicine's Biomedical Library Review
Committee (which oversees extramural grants) is made up of (you guessed
it) extramural grant recipients (or members of their organizations).
It isn't *strange*, at all; it is commonplace in the Federal government.
Whether it is a good idea or not is another matter. Try reading Derek
Bok's "The Cost of Talent" for some interesting views on this matter.
