``cream skimming'' comes in all forms. Folks like OCLC are very concerned
that the NREN will do the same thing to them. They currently provide services
to 6,000 libraries via the OCLC network. And the network is configuration
and cost is based on having enough big institutions that it stays affordable
to the smaller institutions.
I attended a talk at the ALA convention where OCLC mention that they were
not allowed to make their cataloging subsystem available on the Internet
because it was considered an "adminstrative" function.
