You do a grave injustice to Bob Kahn by lumping in his aphorism "You gotta
have the flow to get the skim" with quotes on the subject of cream-skimming.
The implication of Bob's quote is just the OPPOSITE of cream-skimming; i.e.,
you can't subsidize a pro bono publico activity by a surcharge on your main
customers unless the "flow" from them is large enough to make the "skim"
for public service imperceptible.
