Would "IP reachable" suffice for your "directly connected" context?
Does a country/net in question have to allow inbound TCP connects to be
considered "connected"?
Reason I ask is that while we do allow outbound TCP connects to anywhere our
packets can be/are routed, we do some fire-walling from inbounds.
