One directional internet access?

In the current "Telecommunications" (November 1993, Americas edition) there
is a short artical by George Lawton (p.18), titled "Cable companies to
provide high speed internet connections". In the article, PSI's plans to
provide internet via Continental cablevision are described. Another plan,
from "Hybrid Networks Inc." and TCI, is also described. This one apparently
being one way 10mbps, data sent upstream goes by modem. Ok, fine.
The question I have comes from the last sentence in the article: "PSI has
not yet indicated whether their service will be bidirectional." Is this
true?
