I don't think that an idea is "ill conceived" just because you did not
think it necessary.  The OC-3 and higher data rates were being discussed
even in 1987 when the whole ideas was forming.  The concept as I remember
it was explored and many differet examples known then were offered to
justify the higher data rates.  Hardly ill concieved.
