Just to be *VERY* clear Karl :-) the point is not that capitalism is evil.
The point is that an ill conceived idea about a need to ramp up to OC-3 by 1993
was being allowed to drive network policy in such a way that a tripling of
taxpayer dollars to a non profit/commercial provider was being used to provide
that company with a government subsidised market place launching point centered
on an unlevel playing field.
I think the memo offers some insight into why relations soured very quickly
between ANS & the mid-levels and ANS and the commercial providers. And into
why the CIX was formed. As we have seen ANS was unable to detach unioversities
from the mid-levels as point one of the plan called for. In that sense
ability to provide superior service with the marketplace seems to have worked -
apparently ANS was unable to give these folk any compelling reason to switch.
