well dave I think understanding how the CIX works is quite relevant to
the purpose of this list!

If I had understood what was so obvious to you I would not have asked.  From
what you say I gather that if Rhode Island had a state network and wanted to 
join the CIX it could check out the price of a leased line from Providence to
california and ask NEARnet, PSI, UUNET, and Sprint what each would
charge for transit, and then take the best deal.
