I think you misunderstand how MX records work, and possibly DNS in
general.  Any kind of email connection (which is germain to MX
records) can have a representative MX record.  All it is is a pointer
to say if you are trying to reach anything in domain (can be general
or specific from .mil to a particular machine) X, send it to system Y.

You don't have to have anything to control it, you just have to have a
machine (the one that exists for .mil could do it) that is on internet
do it for you.
