I think there are two problems going on here.
The surface problem is that ANS was getting a free ride
on traffic to CIX without paying for it, like all the real
CIX members had to do. It sounds like ANS is just being
cheap; if the CIX founders had to spend money to setup
and join the CIX to get commercial interconnection working,
then ANS ought to pay thier money too to connect themselves
and everyone else. Given ANS's budget, the $10k/yr is
peanuts (about 1/10 of their average manager's salary,
from the reports...I work at the wrong company ;-).
The underlying problem is that Politics is dominating
network configurations rather than Economics. There are
insane rules sets in place about who can do what and
connect to whom, in addition to the financial costs,
and some semblance of sanity and order eventually must
be made of this current mess. CIX is a good idea,
though it probably needs some work to make it better.
The current hodgepodge of connection and routing politics
are just nuts.
