No, I think he was more discouraged about other events surrounding
him, and loss of contact (mostly personal) with much of his
people-network around the (former) country. There's little doubt these
have impeded technical progress, I don't think he was quite prepared
to begin limiting his technical concerns to just his region after
working hard to tie things together for years.
Anyhow, it was just an aside, but at the time when sitting in the
meeting his activities report to the board struck me.
