Quite honestly I've heard the opposite privately, many times from ANS
directly, and 2nd hand.
Also please define "enterprise".

ANS has not practiced, nor do we plan to implement, usage-based charging.
We support a flat fee structure for ANS "enterprise" attachments. We
also offer a unique "gateway" service for multiple institutions which
share an ANS gateway; its pricing structure is based on a flat fee per
attachment.
