We'll have some guidelines, surely, but we do not at this time contemplate
formal rule-making.

No and no. It's been several years since we made any direct overtures to
the FCC, but they are not unaware of what's going on. In my view, the
first move to regulation will come from a state or local PUC, rather than
from the FCC.
