If that is true then there is no AUP at all, since you can't realistically
block someone from reaching someone in one direction but not the other
(think about how, IP, and particularly TCP and UDP work, and you'll see
what I mean by this) Sure, you can filter on port number -- but that
doesn't really do what you want (only a close approximation of it)
Either there is an AUP, in which case we have a fragmented network by
legislative fiat, or there is no AUP, in which case we do not (and only
"market forces" cause fragmentation).
