This matter was in fact discussed at length in one of the NSF-sponsored workshops
on NIC functions. The general thought was that the international registration
function might be dealt with (per RFC1174) by maintaining a central allocation
function at a global Internet Registry but that the assignment of allocated
numbers could be closer to the users in registries with delegated responsibility.
The global function could be relatively small and pay as you go.
I agree that anything that encourages hoarding is not the desired outcome. We
could try to deal with this by establishing groundrules for the conduct of
delegated registries (e.g., they must serve all comers - if for some reason
they cannot or do not, users would have recourse to the central registry).
