Doesn't this view have an immediate impact on the NSF process of solicitation for the Network Information Services?

Although I am personally in favour of a process which makes central Internet functions and operations financially self sustainable (and if that means charging or leasing network numbers then that is not unreasonable), I would suggest that right now the appropriate point for input is the NSF folks, who at this stage look to be picking up the global tab for this function for the next year or so at least.

Because net registration is currently free (to the client at any rate), and due to the speed of address allocations out of the available pool, the optimal behaviour of _any_ organisation right now is to start seriously hoarding those network numbers.....and that's _very_ sub-optimal behaviour from the perspective of the Internet as a whole.
