Steve would you please clarify your statement about yellow stamps where
you say you'd have different conversion rates for different providers?????
Are you meaning to say that if provider "x" has a high speed expensive
backbone where the cost of connection for a mid-level might be $250,000 a
year while provider "y" has a lower speed backbone with a connect cost of
say only $125,000 a year, you would fully fund a mid-level to connect to
either provider? Would the mid-level have to make any justification of
the higher cost of its connection to the higher speed provider?
