Unfortunately, there are different pots of money for different things within
a college or university (also within K-12!). The people who pay to lay fiber
are not the same people who pay for Internet connections, and in fact from
my experience the laying of fiber on a campus often has as much to do with
voice telephone lines or video instruction as it does with data networking.
All three noted above are often quite separate departments on campuses, with
different funding sources and different goals and objectives. The voice
and video people are entirely uninterested in the Internet (and usually in
data networking as well). Of course, it's just a simple matter of education
to fix that, right????
