Radio links are unlikely to become available to schools in quantity.
Frequency allocation is scarce and the available technology is
expensive.  Plan on spending several thousand dollars for RF links
with limited range.

I suspect when you speak of inexpensive radio links you have amateur
packet radio in mind.  I am a ham and have been engaged in packet
radio virtually since its inception.  I know that inexpensive packet
radio is possible but the regulatory issues make it pretty difficult.
