Lets see -

The NSFNet has an AUP which doesn't agree with the provider of it's
network service, ie, the ANS AUP.  I have bits that leave NYU and
traverse my PSINet connection (provided by me purchasing network
services from NYSERNet).  And these bits want to get to a campus
only connected to a regional only connected to NSFNet, which AUP
applies?  These same bits (being in a mail message) are also going
to a campus which is only connected to ANS which is connected to
the NSFNet.  Which AUP applies?

If some people think this is funny, these are the sane rational easy
cases.  I could think of some other harder ones.
