I'm trying to convince our local regional net to change its illusory
use policy to be more in line with (reality) the other commercial nets
    and join the CIX movement.

If every regional did that and joined one or more CIX's -- why would we
    even need an NSFNET?

Do you mean join a CIX member (choosing one of three options) or join
a CIX directly? My understanding is that CIX membership was only open
to for-profit companies selling commercial service.

Come to think of it, if I were to start a networking company tomorrow,
could my company buy into the CIX? What would it cost and what are
the rules?
