Exactly the model being adopted in Texas.  We can reach 70% of the
school population toll-free by installing modem pools in the local
calling areas of 10 metropolitan areas where there just happen to be
existing internet sites.  The other 30% will use toll-free 800 service
at no charge to the user.  This is an entirely appropriate use of
the technology, as opposed to more radical schemes which suppose
that gigabits will reach public schools in this century.

To make this a bit more topical to the com-priv list, where were the
commercial internet providers when Texas was soliciting proposals
for its public education network?
