Speaking personally....

I've heard they felt frozen
out due to the important strategic relationships that had been
built over the years between various parties, the infrastructure that
had been subsidized, etc etc.

Now speaking for PSI, we haven't wanted to hurt the academic regionals
supporting academic actions so why respond?  In addition in the "do
diligent search" that Texas did, our records show know soliciation info
was receive by PSI, possibly Rick got it.  What say Rick?  This was
probably an oversight.

I think what your doing is great, its what we've been doing for NYSERNet
throughout 1990 and the investment continues.  We've found that managing
100's of POTS over dozens of cities over thousands of miles
to be pretty interesting.  Managing a modem rack for your site
in your (local) computer room is as different as the IRAQI and US Armies.

However, we're operating in Houston and Dallas today, and the commercial
organizations are coming on, so we're happy.  I think Rick is too.
