This is a good point (re the fact that DNS names are separate from
servers). (And I was afraid I would forget some aspect of this thing
if I replied! :-)

In fact, the point is simply that the servers be accessible via the
Internet.  Many companies pay UUNET or PSI to coordinate MX records
for them, thus "reserving" their domain.  At this point, however,
there is no provision for reserving domain names in any other way
(i.e. it's either connected servers or no domain name).  This 
possibility is something that might be considered for the future,
depending on what the future holds.
