I suspect that people are looking for an analog to the modem-pool
service that Telenet was offering some time ago. (I think it was
called "PC Pursuit.") Basically you connected to your local Telenet
POP and you requested a modem from a modem pool somewhere else (a few
strategically placed cities). From there you could place local phone
calls by giving the modem standard AT commands.
The price was something like $25/mo flat rate for all the time you
could eat from 6PM local time until 8AM the next morn. We used to use
the service to nail up long-haul SLIP links between cities and not
incur the costs. Others used it for inexpensive access to bulletin
boards.
FYI, IP accessable dialout is a feature that is built into the Telebit
NetBlazer. You can telnet to the NB and then request that it dial a
specific destination. We know of several people who make use of the
feature.
