NSF will issue one or more competitive solicitations for the provision of
user services for the Internet/NREN.  To cope with the accelerating growth of
the network, new models are needed as the old paradigms have long ago ceased
to scale.

We intend to consult all relevant communities for their ideas and help in
preparing the solicitation; we've begun this process already and will
continue at IETF next week.

As usual at NSF, the competition will be totally free and open, and selection
by merit review will be (insofar as human frailty allows) scrupulously fair
and aboveboard.  Stay tuned.
