It is actually important to think through JQ's situation, since it really
is common. Universities will want access to some of the CIX customers
I expect, and many large universities run networks across LATAs and
charge back their costs of doing so. The usual reason for these networks
is to connect branch campuses and other affiliated organizations.
Another interesting case arises for land grant colleges who often run
networks to cooperative extension offices, field stations, and so on.
These will almost surely cross several LATAs.
It might make more sense to talk about providing third party services
to unaffiliated organizations (and then we can argue about the
definition of "affiliated") across LATAs. At this rate, it will be
a positive relief when we simply move to settlements that are based
on how much traffic I carry for other networks and how much traffic
they carry for me!
