I am the director of a separate organizational entity within the
University of Oregon, and am tasked with providing network connectivity to
the University. I provide services in 2 LATAs. Although I am currently
centrally funded for basic connectivity, I have in the past recharged
individual departments for network connections, including external
connectivity to our NSF regional. I am currently faced with a large bill
from our state-wide higher ed IP network which I may well charge back to
those departments that want to use that IP network. Such a pattern is, in
fact, the norm for Universities, so I think that Mitch is completely
incorrect that the situation is unlikely.
My other examples were also drawn from actual and proposed examples in
the State of Oregon. However, our connectivity to the Internet is through
NSFnet rather than a CIX member.
