Merit has, on its own accord (and thanks for taking the initiative), placed
copies of all the NSFNET draft solicitation and NSF's NREN Implementation
plan documents on  NIC.MERIT.EDU
(in directory   /cise/recompete  )  in order to provide another machine
from whcih you can FTP these documents.
