ANS - CIX interconnect: what exactly has changed?

But seriously....what it does mean is not at all clear.
Going back to the CIX ANS interconnect plan that ANS sent me. It says
that commercial traffic should use the CIX in both directions and R&E
traffic should use the ANSnet bbone in both directions.
But R&E compliant traffic was already allowed to go from the CIX accross
the NSFnet backbone which is the same physical backbone as the ANS
backbone.
It seems that ANS commercial customers now have full access to the CIX?
But what do Cix customers have that they didn't have before?
And in reference to John Curran's response.....what use is a pipe if a
network would have to join the CIX in order "to make use of this
situation?"
Kremlinology was easy compared to figuring this out!
