What DOES the CIX interconnect mean?

I tend to agree with Bill Manning. Note that they have NOT ...repeat NOT
.. joined the CIX. As Geoff remarks, pulling the plug a year from now
will hopefully be difficult.
I am not sure however that I understand EXACTLY what differences this
change will make. Does it actually mean that the ANS backbone is fully
open to CIX traffic?? If so then this is indeed important. Why? because
any member of the CIX could then communicate it seems with out fear of
violation of acceptable use with any member of any mid-level. If this is
true, and the interconnect agreement is not abrogated a year from now,
then indeed we have taken ONE step towards a more level playing field.
Would someone with direct knowledge comment on the correctness of my
assumptions?
Indeed, if my assumptions are correct then perhaps the acceptable use
policy has been declared by events to be largely irrelevant . . . except
of course that it will continue <thank heaven ;-}> to guard us against the
terrible abuse of those professors who telnet to dialog and do searches
for their private consulting businesses!
