On the dialog issue.... I believe that they view the $3 an hour telnet
charge as one way to offset the bill from ANS for the cost of their
connection. I think the only other way other than dircet phone call that
users could reach them was through telenet or tymnet at about $6 an hour.
>From their point of view I think they thought they were helping. As for
internet culture it is my belief that they did not have the foggiest
notion what they were getting involved with. Witness the mid December mid
January imbroglio with NSF/ANS over their status as a commercial versus
research user.
