Call to arms: Lift All AUP!

Reading the recent debate and arguing about it with various of the
participants had solidified my thoughts on the matter of commercial-
ization and privatization.  Here it is, IMHO, the solution to all
our problems:

	Lift all AUP, internetwork-wide.  Recompete the back-
	bone, with multiple awardees.  Encourage but do not
	force network providers to establish a common, "pipe
	capacity" pricing structure which does not discriminate
	between CO and RE traffic.  Allow the competition and
	demand to influence future direction, growth, and
	policy.  Trust the marketplace to evolve to meet the
	needs of the user community.
