 Net work communications costs in Russia ARE traffic sensitive and rising 
 catastrophicly on a weekly basis.  I  know this because I am just back 
 from a week of extensive interviews of net people there.
 
 Jack Rickard is in the midst of taking Boardwatch magazine from 22,000 
 circulation to 72,000 per month...his plate I suspect is somewhat full.
 
 since if i remember correctly the nsf just paid for half the cost of a 
 direct link for czechoslovakia to the internet, maybe it could do the same 
 for RELcom, the largest russia net with 60,000 members and nodes in 70 
 cities?
