Sorry I didn't word my message as carefully as I needed to. I think the
key thing is a site's traffic and not the site itself. They key to me
is that it isn't who you are, but what you are doing that matters when
looking at the NSF AUP.

This sounds like the question is the site,
...It is very sad, because at least some access to world.std.com
would probably meet the NSF Acceptable Use guidelines...
