I would be surprised if CIX stipulated that the only way for OARnet to
get connected is by running a wire to the West Coast, but perhaps
that's true, or a preliminary answer. Did this come out of discussion
with them? Or just implication? It was specific enough that I believe
you if you say discussion. Perhaps that needs to be said.
I assume someone from CIX will respond at this point.
I agree that ANS connecting to CIX is a possible way to resolve some
problems, but I also assume there are other assumptions in that (e.g.
that they will provide that additional service without cost for
pass-through.)

I don't know what this means, except in the most superficial sense
(i.e. I understand the words.)
Something much harder to understand is what I would call "the
computing center syndrome", and I have no idea on this particular
case, but I will make a general comment and don't take it as
necessarily relevant to you, just a convenient place to say this:
"I <admin> don't need <that> so I will assert that my
<customers/users> don't need it either."
This conversation did all start over end-users being frustrated over
the bifurcations, right? (Not necessarily your end-users, but we must
talk to the general issue even if you are an exception.)
