Well, the extent is CIX plus a few other nets which have arrangements
with either Alternet/UUNET or PSI (I believe NEARnet, SURAnet, EUnet,
and NYSERnet all fall into that latter category, and in total are
a non-trivial exception!)
But your point is well-taken, the regionals would do well to join CIX
for various reasons, including both access to commercial services and
sites, and redundancy.
